The aim of this cluster is to support the region to enhance the quality of services in industry, urban development and technology transfer and dissemination. The cluster also develop innovative projects and support sectors and institutions to:

- Establish technology incubation center and support young innovators in sciences and robotic engineering
- Develop Information system software and platform to enhance communication and service in the region
- Support the region to establish ICT park and innovation center (hub)
- Support the region to manage and utilize human and non-human resource using advanced technological application
- Develop one model bureau in the region in using technological application and e-service
- Identify and introduce new business model, projects and disseminate it to the youth
- Develop the capacity of youth in job creation, entrepreneurship and business processing
- Support the region to establish planned, innovative, industrial and smart cities in the region
- Provide technical support to improve the region energy (solar, water and geothermal) capacity
