The Cluster intends to contribute its own share in establishing, entrenching and fostering democratic system of governance in the Region. It aims to assist the Regional State and other state and non-state actors in their endeavors toward establishing and maintaining rule of law, preventing and resolving conflicts, ensuring the independence of the judiciary and safeguarding human rights and fundamental freedoms. It works in close relations with relevant state and non-state institutions such as civil society organizations and political parties to embed the ideals of democracy, separation of powers, checks and balances, transparency and accountability as well as to ensure the protection and promotion of human rights and fundamental freedoms. It engages in the fight against corrupt behaviors and arbitrariness. It supports endeavors that focus on ensuring justice, law and order as well as maintaining security. It participates in giving training’s, in designing platforms for dialogue and discussions, in conducting researches and forwarding recommendations, etc. In these regards, the Cluster works in close association with the various justice sector institutions in the Region (i.e., the Police, Attorney General, Prison, and the Judiciary) as well as with other State and non-state institutions. The Cluster gives priority to matters of good governance, justice, human rights and to the building and enhancement of institutional capacities.
This Cluster comprises of five interrelated sub-clusters:

Each of the sub-clusters sets out to assist and to do meaningful contributions to the various efforts that are underway in the Amhara Regional State.
